SERVICE CONDUCT RULES

 

1. General:

(a) These rules shall be called “S.A. Engineering College, Chennai, Service and Conduct Rules” and shall come into force from the date decided by the Trust. These rules super cede all rules previously in force.

(b) Except as otherwise provided these rules shall apply to all categories of employees except part-time employees and employees borne on contingent establishment.

2. Definition:

 (a) ‘College’ means the S.A. Engineering College, Chennai

(b) ‘Trust’ means the Dharma Naidu Educational & Charitable Trust, Chennai .

(c) ‘Teaching Post’ means a post carrying a definite scale of pay sanctioned without limit of time and included in the cadre of sanctioned posts.

 (d) ‘Supporting Staff’ means a person appointed in a Non-Teaching post to which no other person holds a lien.

 3. Appointing Authority:

 All appointments of faculty and staff of the College shall be made by the  Correspondent subject to the approval of the Governing Body.

 4. Appointment on Contract:

 Appointment of faculty and other staff can be made on contract basis by the Correspondent subject to the approval of the Governing Body.

 5. Termination of service/Resignation:

 (a) The appointing authority shall have the power to terminate the services of any member of the staff without any cause assigned, on one month’s notice, or payment of salary in lieu thereof.

 (b) If in the opinion of the appointing authority, the efficiency of an employee has been impaired due to any infirmity, due to which his retention in service is considered undesirable, by such appointing authority, his services may be terminated by one month notice or on payment of one month salary in lieu thereof.

 (c)The appointing authority shall have the powers to terminate the services of any member of the staff on grounds of retrenchment or economy by giving to the persons concerned one month notice in writing or on payment of one month alary in lieu thereof.

 (d) Any employee of the College may terminate his engagement by giving to the appointing authority one month notice in writing or on payment of one month salary in lieu thereof, if agreed to by the appointing authority, provided that the appointing authority may for sufficient reasons call upon the employee concerned to continue till the end of the academic session in which the notice is received.

 (e) The service of an employee shall be liable to be terminated at any time by notice in writing given by either party. The period of such notice shall be one month unless otherwise agreed to between the parties. The other terms and conditions of such employees shall be such as may be specified by the appointing authority in the letter of appointment.

 6. Retirement

 (a)   The age of retirement of faculty member shall be as per AICTE Norms.

(b)   The age of retirement of other staff  shall be as per State Government Rules or as may be decided by the Management.

 7. Leave

 (1)  Casual Leave shall be granted @ one day per are month of service rendered by the staff and all regular staff eligible for 12 days CL per academic year.

 (2)  Each staff shall be entitled to one day Restricted Holiday for every four months. In respect of regular staff three Restricted Holidays shall be allowed in an academic year.

 (3)  Leave on Loss of pay is allowed for genuine reasons to all staff at the discretion of the management.

 (4)  vacation is allowed as detailed below:

 Teaching Staff:-

 

ELIGIBILITY

VACATION

i. The Staff who have rendered two years of service

4 Weeks (20 Working Days)

ii. The Staff who have rendered one year of service

2 Weeks (10 Working Days)

iii. The Staff who have rendered less than one year of service

1 Week (5 Working Days)

 The staff members who have already exhausted their OD eligibility for Anna University exam related works have to reserve a part of their vacation period for attending the Central Valuation duty of Anna University.

 Not Teaching Staff:

 Non Teaching Staff will be allowed to avail vacation for a maximum period of 2 weeks (12 working days) on rotation basis with the approval of the Administrative Officer and Principal.

       Any vacation already availed by The Teaching and non-teaching staff and the period of On Duty for examination purposes in excess of their eligibility during the academic year will be adjusted from the eligible number of days of vacation for the staff members concerned.

       The HODs have to submit a statement giving details of vacation period in respect of the teaching staff in the department.

       Teaching and Non-teaching staff should proceed on vacation only on prior approval of the Principal.

 8. Qualification

 Qualification of the faculty member shall be as per AICTE Norms. Qualifications in respect of other staff shall be the same as applicable to similar categories of employees of State Government.

 9. Provident Fund (PF)

 Any staff drawing less than Rs.6,500/- per month should contribute to Provident Fund at the minimum rate of 12% of basic pay.  Loans and Part final withdrawals from the Provident Fund may be permitted keeping in view the emergency requirement and within the limit as per the Provident Fund Rules. Final settlement of PF shall be made as per PF Rules.

 10. Pay Scales

 Pay scales of faculty shall be as per AICTE Norms. Pay scales of other staff shall be as may be decided by the Management.

 11. Promotion:

 Promotions to higher posts shall be made as per AICTE norms on the recommendation of HOD which will keep in view the merit of the candidate, qualification and experience requirement for such higher post and not based strictly on seniority. 

 12. Traveling and Daily Allowances:

 The employees of the College shall be entitled to traveling and daily allowances as per actual expenditure and recommended by concerned HOD and approved by Principal / Correspondent.

 13. Conduct and Discipline

 i.                    The Governing Body shall be at liberty to take necessary disciplinary action against any staff member for valid reasons.  In such cases a formal inquiry shall be conducted and penalties of censure, stoppage of increment, stoppage of promotion, dismissal from service etc may be  awarded wherever required.

 ii.                  Procedure for award of penalties and appeals shall be prescribed by the Governing Body

 14. Complaints and Grievance handling

 The Governing Body shall establish a Grievance Cell headed by a Grievance Officer for handling complaints of faculty and other staff.

 15. Awards / Incentives

 Cash Prizes for Academic Performance by the Students

 Students who secure First/Second place in the class (University Exam) will be awarded gift vouchers worth of Rs. 500.

 Students having 100% attendance in each academic year will be awarded gift vouchers worth Rs. 200.

 

For Students obtaining University 1st Rank in any branch

Rs.1,00,000/-

For Students securing any of the University Ranks for 2nd to 20th in any branch

Rs.25,000/-

For Students securing highest mark in any of the theory subjects in University Exam.

Rs.5,000/-

 

Cash Incentive for Staff for result oriented performances

 

For subject teachers of theory subjects on class with 100% all pass in University Examination

Rs.1,00,000/- to be shared by the teachers concerned

For subject teachers of theory subjects producing 100% pass in the subject handled by them

Rs.5,000/- per subject

 16. Amenities

 i.                    The Management shall encourage faculty members to upgrade their knowledge and in this context shall undertake to bear the cost of higher academic qualification or special training of faculty members after taking necessary bond to serve the institution for a certain number of years after getting such academic qualification/training.

ii.                  Free transportation shall be provided to all members of faculty and staff to and fro the institution and their place of residence within the city limits (including urban agglomeration)

 17. Interpretation:

 Notwithstanding anything contained in these Rules, the Governing Body shall have the power to decide on any matter when any difficulty arises, regarding the interpretation or implementation of any of the above Rules.
